“Turnkey” is not a useful word without boundaries.
A complete package can mean equipment supply, installed systems or a wider project that includes local construction and start-up. The final proposal should identify the design basis, supplied equipment, optional items, local responsibilities, installation split, commissioning, training, documentation, warranty basis, assumptions, exclusions and validity.
Land, permits, foundations, utilities, roads, drainage, taxes, duties, local labour, financing and working capital may remain outside the supplier scope unless explicitly included. Recording these boundaries prevents an attractive equipment figure from being mistaken for the total capital required to start production.
