Why development is a separate discipline
Engineering cannot resolve an undefined business.
Development begins by aligning the sponsor, local partner, land, crop, market and capital objective. It identifies who owns each decision and what evidence is required before the next commitment. This prevents design teams from producing detailed answers to questions that the business has not yet settled.
After feasibility, the concept becomes an executable scope. Site planning, greenhouse modules, utilities, water, energy, service buildings, packhouse, cold chain and future expansion are coordinated. Procurement boundaries and performance responsibilities are defined before suppliers are asked for binding proposals.
Investment preparation runs alongside technical development. Capital requirement, phasing, financing structure, risk allocation, governance and reporting must be understandable to investors, lenders, governments or development partners. Impact objectives such as jobs and water productivity are translated into measurable operating indicators.
Construction is not the final phase. Commissioning, crop start, training, maintenance and commercial ramp-up determine whether the facility becomes productive.
